In Pcbnew after routing a piece if I drag that piece the traces do not move. Is there any way for the tracks to follow the footprint?

No, not in any useful way. In the legacy canvas it’s possible to drag so that new line segments are created between the original and new pad locations, but it would be useful for very limited amount of cases. This is a known deficiency and on the TODO list of some developer but requires much work.
