Why my dielectric layer is not showing here? I tried to export this PCB as Gerber or DXL file for simulation. Even that time also dielectric layer is missing so I am not able to simulate. How can I rectify this problem.

The dielectric layer doesn’t appear on this list.
If I understand you correctly, you should be able to configure it here:
File → Board Setup → Board Stackup → Physical Stackup
The dielectric is already defined in the board setup page. However, I don’t understand why it’s not appearing in the layers section.
Because there is nothing that you can edit (draw) on it.
It’s just part of the makeup of the PCB.
However, when I attempt to simulate this design by importing it as a Gerber or DXF file, only the copper layers are present, and the dielectric layer is missing. How can I simulate the PCB without the dielectric layer?
You will need to study the documentation of your simulator.
No PCB layout package that I am aware of will export a dielectric layer - it’s part-and-parcel of the PCB manufacturing process. I would imagine that your simulator has a parameter for the thickness and material of the dielectric, and that’s all you need.
I am working in hfss. if I import pcb file, I can see only copper layers. I can draw the substrate manually and assign thickness and substrate in the software but it will be difficult to draw large number of vias in dielectric as matching with copper layers.
Maybe you can use the 3d rendering ability of Kicad to help you, but it’s not something I have any experience with.
