Cursor hover selects whichever window its over top

Using v9.0.2.
If both the schematic and the layout windows for a project are open whichever window the mouse cursor happens to wander into will automatically bring that window into focus (show it on top of). This is really annoying when I just want to click something else on the screen not Kicad-related. Seems like this was intended and works well for Kicad-only activities. I’d rather just click another Kicad window, itself, or its system bar icon manually to show it. Is there any way to disable this ‘feature’/bug?

Which OS, windowing system, desktop environment?

In KiCad you can disable this checkbox in Preferences if you have it enabled:
