Look up via stitching.
Yes via stitching connect 2 planes together.
No problem now but they used to charge per hole on the pcb at one time !
Some fabs still charge extra above some arbitrary drills per square inch figure
Many holes mean vias?
As @Jonathan_Haas commented above, just type “via stitching” into google and pages of repetitive, but thorough, explanations will present themselves.
