Yes. Why not? Assemby may be a bigger challenge, at least trying to do it yourself - if you will have such a tigh layout. But if you refer to the half-holes, they are called castellation and depends more on your board manufacturer. In KiCad you draw straight outlines (edges) and put round plated through holes on top of them so that they are half outside. EDIT: castellated holes will cost you more.

Depending on the situation you may want to draw a wider board outline, put the holes inside them and cut and file the board yourself.
