Tuning patterns can’t just change layers. That would need via’s just like any other layer change. Why do you think the tuning pattern is not on In1.Cu? To me it looks like the pattern is (temporarily) shown in a different color during editing.
When you are in doubt, you can always generate a set of Gerber files and examine them in the Gerber viewer. But toggling some settings in the Appearance Manager on the right side is usually sufficiently convincing.
When not highlighted (selected), it is on Bottom layer, not In2.cu.
I was able to change layer of routed tracks though., so I was expecting to be able to change layer of tuning pattern at the same time.
Ah, so you first drew tracks and a tuning pattern, and then wanted to move it all to another layer…
I experimented a bit with this in KiCad V8 and it does not seem to work. I can change the layer of the tracks, but not of the tuning pattern. I can select it (and only it) in the Properties Manager and then (apparently) change the layer, but it does not work. According to the Properties manager the layer changed, but not on the canvas itself. I guess this is a bug that slipped though, Changing layers after tuning patterns have been made is a bit uncommon. If this behavior is still present in the latest V9, then it should be reported on Gitlab.

I have also just found this to not be working. I had to delete the tuning pattern then move the track to a different layer. This is on V9.0.3 Linux.
