Can the origin point X0Y0 be moved?

Hello, Just dipping my toe into making my first footprint. in this case its DPDT switch with lugs not meant for through-hole application and could do with some advice on the best approach as I continue to make more footprints and build a custom lib.

I tried first putting the pads at 0,0 and then moving them into place by hitting E and manually entering the relative position to the centre, and it worked (I could not measure from centre to centre of the pads, but was able to measure from the very top to the very top, not sure if I’m missing a trick there?)

And it worked:

But it was so much faster just to set the grid to 4.8 x 4.7 and just snap the pads to the grid (being set at the dimensions of the pads). But, this left the centre, well, off centre! is there a way to move it and zero it out, I’m assuming having the centre in the centre is good practice?

Not sure what you exactly want to tell. You can set grid to 1/2 of your pads grid and you will be able to easily position pads and have centre in centre.
