I am installing 6.0.9 x86_64 on Windows.
Unlike former version, it seems xsltproc and related files are missing.
Can anyone confirm it?

You should try and grab it from the older version, libxslt.dll and xsltproc.exe.
As a FYI, xsltproc has been removed on purpose for 6.99/v7. It just should have stayed in 6.0
