Neither. Feature requests that are open but unassigned are not abandoned, but also have nobody working on them so there are no “plans” to add the feature.
In order for a feature request like this to get implemented:
Some developer has to volunteer to work on it, or
Some user could sponsor its development by paying KiCad Services to develop it
I recommend upvoting the feature request in GitLab to show support for it (click the button). Developers who are deciding what to spend their time on usually factor in how popular a request is in addition to whether or not they are personally interested in working on it. Right now that request only has 3 votes, which is relatively low in popularity.
The “7.0” label on the issue means that this issue was first reported in 7.0. It does not mean anything about when an issue might be implemented.
