You may want to have a look at Dia. I haven’t used it much so I don’t know what the limitations (and bugs) are. Development appears to be stalled as the latest version looks to be about a decade old, although there does appear to be recent activity in the project’s gnome gitlab.
This one you just need to find its data sheet which will guide you on how you will end up creating your own symbol and footprints
