You don’t say what version you are running but the ‘Legacy Toolset’ is one of the ‘Canvases’. The current development has been on the ‘Modern’ toolset and the Legacy mode is being gradually deprecated. Some tools won’t work in Legacy (and possibly vice versa - hence Legacy is still being maintained)

Swap to the ‘Modern’ toolset here in the pcbnew preferences or via the keystrokes shown in the menu;
