I couldn’t disagree more. It’s totally the designer’s choice because it has to be. You could for example have the board be simply a component that mounts inside an elaborate casting or molding and needs to have many additional cutaways that aren’t necessarily contiguous to each other. Or perhaps there’s a mix of RF with microstrip and some digital electronics on the same board. Simply because there’s some elaborate provision for some RF situation doesn’t really imply there’s some implication that it makes sense to incorporate all that into some “standard component” no one will ever use again.The argument only makes sense if the only place you intend to use this tool is in the engineering department of a large bureaucratic corporation with a lot of rules that only get followed because they’re “in the book”.
