I’d wager a dollar that it is not the KiCad build that is the problem for your OP (or it would not likely have worked on your notebook).
You did not mention that from the start!
@davidrsb, it probably does not matter 32-bit or 64-bit registry; but perhaps simply the issue that the Windoze registry tends to get corrupted over time, and causes unforseen problems.
What happens if you choose one of the component applications from Start Kicad eg Eeschema, rather than using the Desktop icon?
You can even try from cmd, change directory to where the KiCad bin files are and type kicad and see what error message pop up
