The decision for having only one mirror command could be due to the following logic: The axis of mirroring doesn’t really change the symmetry of the operation. A horizontal mirror operation is the same as a vertical mirror operation + 180° rotation. So having only one mirror command could be motivated by keeping hotkey lists and toolbars tidy. LTspice also has only one mirror command.
