I would like to design an development board for AVRs various dip pins like STK500…
Create a symbol for your component in the usual way. Just assign the footprint of the socket instead of the one for the dip package.
Maybe this will clear up some things: What is the difference between footprints and symbols?

Take care, the courtyard and silkscreen are obviously different, but also hole diameter may be different and this depends on your socket. Turned pin types tend to be a smaller diameter.
