Yes, except that you should take off the pad number and change the symbols to no-pin alternatives. Pin and pad number are meant for connections, which this footprint doesn’t have.

Guys i think you make it too difficult for yourself. Just place an oval plated through hole pad and cut it with the edge cut line as needed. Most manufacturers will understand that you want a plated hole cut by the milling step. Some might however think you want edge plating which could be more expensive but also more stable. You can make it clear to them that you don’t need edge plating in a separate communication as this might reduce the cost for your board.

I have a RF power amplifier board, where I wanted electrical contact on a section of the underside around the power transistor cut out. I set up a zone on the B Mask layer to keep the mask out
