I’ve searched a good bit and have not found a fix for this.
On a windows 7 machine behind firewall (web browser uses a proxy) I installed the latest KiCad.
I create a new schematic and no problem with standard symbols.
When I try to associate the symbols with footprints, the modules appear, with no foot prints listed.
If I go to the wizard, it says it can’t find the github server.
(To be honest, I’d really prefer all my libs locally, not in the cloud. But that’s a different topic.)
Browse to the repo and download it, then tell KiCAD via the Wizard where they are on your system?
@keruseykaryu will be able to troubleshoot you I guess (now it’s on his radar )
I could not help in that matter (Firewall and proxy - never had it configured to do some tests).
So you can download a whole KiCad footprints pack. I’ve updated it a moment ago by my GitHub for Windows client.
kicad_fp_libs.zip (2.5 MB)
Unpack it to the share/kicad/modules
and recreate your Footprint Table with Footprint Manager/Wizzard.

Previous to posting the original topic and reading your post, I was unable to get it working locally.
I downloaded the a zip from github, but somehow I got the schematic symbols but not footprints. Or I got them in the wrong place.
But, I got your zip and put the contents as you specify.
After I figured out that it grays out the next button if any empty folder is selected with a multi-select I was able to get it working locally.
