I wish for more user layers

In my PCB, I have already some graphics on Silk -layer(s), but I wish I could add more graphical layers. One layer for colour in print (it would save time in manufacturing, if I make ready gerbers for each layer), something like:

F.User1 -> Red
F.User2 -> Blue
F.User3 -> Green
F.User4 -> Cyan
B.user1 -> Red
…

I would not like to use inner copper layers, since not all graphical elements are allowed on copper layers (as far as I have tested), and setup of vias becomes complex.

Is there a way to achieve this?

Are there pcb manufacturers who over coloured silk print?

Sure. Take a look at the Arduino boards (for example). On the back, they print white and red to make the colored Italy.
